In paragraph 15 of Sir Michael Hicks Beach's despatch No. 15 of the 6th of February, 1879, he expressed an opinion that the requirement of 200 attendances should be preserved "as a safeguard for the thoroughness of the education and in order to secure the general efficiency of the schools." These observations were made in reference to certain objections raised by Bishop Raimondi in a letter dated the 10th July, 1878, in which Bishop Raimondi argued against the principle of requiring daily attendances at all, provided the results were satisfactory.
I do not advocate the reduction in the number of attendances on the grounds submitted by the Bishop, but I venture to say that they are more than bearing in
